Substance Abuse Professional (SAP) – Return to Work Program

Community Intervention & Educational Services (The COOL Program) provides DOT-qualified Substance Abuse Professional (SAP) services for employees who have violated federal drug and alcohol testing regulations and must complete the SAP process before returning to safety-sensitive work.

Our SAP services follow U.S. Department of Transportation (DOT) regulations and are designed to guide employees through the required evaluation, education or treatment recommendations, and return-to-duty process.

We work with employees, employers, and Designated Employer Representatives (DERs) to ensure all required steps are completed accurately and efficiently.


What is the SAP Return-to-Work Process?

The Substance Abuse Professional (SAP) process is required when an employee in a DOT-regulated safety-sensitive position tests positive for drugs or alcohol, refuses a test, or violates federal drug and alcohol regulations.

The SAP process typically includes:

• Initial SAP evaluation
• Education or treatment recommendations
• Monitoring of program compliance
• Follow-up evaluation
• Return-to-duty testing coordination

Employees must complete the SAP process before being eligible to return to safety-sensitive work.


Who Requires SAP Services?

SAP services apply to employees working in DOT-regulated industries, including:

• Commercial truck drivers (CDL)
• Aviation employees
• Railroad workers
• Pipeline employees
• Transit workers
• Maritime employees

If an employee violates DOT drug or alcohol regulations, federal law requires them to complete the SAP process before returning to work.
